An ordinance to create the River Center Economic Development District and define its boundaries will be heard during a public hearing at Wednesday night’s Metro Council meeting.

The district’s purpose will be to oversee funding related to projects involving the River Center and a proposed headquarters hotel. The ordinance shows the district’s southernmost boundary as the intersection of France Street and River Road. The north boundary is North Boulevard. The Old State Capitol, owned by the state, will be excluded from the district as well as several lots in Beauregard Town.

The council will also discuss the district’s governing authority, baseline sales and use tax, hotel occupancy tax collection rate, and number of registered voters.

Other items on the agenda to be discussed Wednesday include:

  • A resolution to ratify the adoption of a resolution the Metro Council approved in March to put proposed amendments to the parish’s plan of government on the November ballot. The council voted in March to move forward with changes to its plan of government that includes giving Mayor Sharon Weston Broome her own attorney and creating a city-parish manager position.
  • The establishment of a board of commissioners to serve as the governing authority for the Harveston Economic Development District. Harveston is a traditional neighborhood development at Nicholson Drive and Bluebonnet Boulevard. According to the ordinance, the Harveston board would comprise four members: the East Baton Rouge mayor-president or designee, the EBR mayor pro tempore or designee, the Metro Council member who represents the district or designee, and the St. George mayor or designee.
  • A resolution to approve the issuance, sale and delivery of the not-to-exceed $10 million revenue anticipation notes of the St. George Fire Protection District No. 2 for operation costs pending the receipt of property tax revenues. The debt would be secured by and payable from a pledge and dedication of revenues of the district to be collected on or before Sept. 30, 2025. The St. George Fire Protection District 2 would be solely responsible for the debt.

BREC Superintendent Corey Wilson will also present a report on the agency’s new 10-year master plan at the meeting.

Wilson was initially scheduled to present the report in June, but the presentation was moved to July to coincide with National Parks and Recreation Month. The Metro Council then delayed the presentation due to a scheduling conflict with an East Baton Rouge Parish School Board meeting.

The regular meeting is scheduled for 4 p.m. at City Hall. View the full agenda.
