BANKING/FINANCE
Jude Barbier has been named data security officer for Fidelity Homestead Savings Bank. Barbier has 25 years’ banking experience, including 17 with Fidelity. She previously served as the retail branch manager of the Corporate Boulevard location.
Scott Bogan has been named retail branch manager for Fidelity Homestead Savings Bank’s Corporate Boulevard location. Bogan, who has more than 10 years of financial experience, previously served as a business banker for Chase Bank.
Karl Hoefer has been promoted to executive vice president and Louisiana regional president for IberiaBank. Hoefer previously served as president of the New Orleans bank, which includes the Northshore, LaPlace and Houma. In his new role, he will oversee all of the bank’s Louisiana markets—Acadiana, Baton Rouge, New Orleans, Northeast Louisiana and Shreveport.
ECONOMIC DEVELOPMENT
Stuart Litvin has been named executive director of the Livingston Economic Development Council. Litvin, who is a certified economic community developer, recently served as president and CEO of the Alexandria [Va.] Economic Development Partnership. He also has served as the director of business development for Select Greater Philadelphia and president of the Hollywood [Fla.] Business Council.
LAW
C. Kevin Hayes has joined Adams and Reese in the firm’s governmental relations practice. Hayes has nearly two decades’ experience in governmental relations, administrative law, regulatory matters and selected criminal defense matters. He has successfully represented professional and trade associations as well as clients in the health care and insurance industries.
David M. Whitaker has joined Kean Miller as a partner. Whitaker will practice in the firm’s labor and employment law group. He previously served as a partner with Lemle & Kelleher.
Bobbi Zaunbrecher has been named chief executive officer of the Louisiana Capital Area Chapter of the American Red Cross. Zaunbrecher previously served as a development officer with the alumni relations office of LSU’s Paul M. Hebert Law Center.
PUBLIC SECTOR
Sarah Crawford has been named head of public relations for the East Baton Rouge Parish Library. Crawford previously served as a feature writer for The [Monroe] News Star. She will assist with marketing and promotion of all library programs, services and resources, and she will be responsible for news releases, media appearances and the library’s monthly newsletter and monthly public-access television show.

Missy Higgins has been named president/CEO of The Relocation Center. Higgins, who has been part of the company’s management team for the past 14 years, most recently served as its chief financial officer.
